Dr. David McIntyre Discusses Risk Management in
Homeland Security
|

|
|
Dr. David McIntyre, Vice President,
Academic Affairs at NGS
|
In July 2011, Dr. David McIntyre (NGS VP for Academic
Affairs) presented at the annual conference for the International
Society for Integrated Disaster Risk Management, located at the
University of Southern California. The conference was cosponsored by
CREATE (the Center for Risk and Economic Analysis of
Terrorism Events, a DHS Center of Excellence). The topic of Dr
McIntyre's presentation was "Black Swans, Red Motorcycles and
Blind Bats: Reducing the Risk of Risk Management." His
central point, echoed by other academic presentors, was that formal
Risk Analysis can serve a useful function in helping to focus on the
most likely homeland security challenges. But all such analysis must
also highlight less likely but "game changing" events (like
flooding in Katrina, the Deepwater Horizon BOP failure, and the
failure of safety measures in the recent Japanese nuclear emergency)
to senior leaders whenever appropriate. Risk Analysis should go beyond
narrowing the focus of leaders to emphasize most likely events,
and instead broaden their understanding of less likely but more
dangerous outcomes as well.
In August he presented at a joint FBI-InfraGard
conference in Houston on a similar theme.
He was also selected to attend a fully funded weeklong
workshop on curriculum development for Homeland Security and Defense.
The workshop included representatives from more than 20 schools. It
was held at the Center for Homeland Security and Defense, located at
the Naval Postgraduate School at Monterey, CA.
